There are a multitude of explanations for this, I’ll give you some:

- the penis is typically shown flaccid in statues not erect, and thus is smaller

- often young men or boys are depicted as nudes, thus the size issue. Also, the bodies of young men and boys were considered more aesthetically pleasing by many Greeks and Romans, and so even in depictions of adults, a more “youthful” physique may have been preferred

- I am not going to speculate on your shall we say, body of comparative examples, but in the modern media (and not just “adult entertainment”) the male genitalia shown are often selected for size

- In some cases, it may be a factor of the physics of the sculpture itself. Different types of stone have different stress points or particular blocks of stone may have faults and it can be difficult to sculpt certain body parts or even objects (such as a scepter held in the hand of a king) in such a way that the stress points won’t cause it to break away from the rest of the statue. Having a statue’s manhood break off entirely (if it were made a bit larger and more freed from the stone matrix, for example) might be worse than just having it shown a bit smaller.
